transfer
" transfer transfer [<priority>] [<ring_size>] <address> <amount> [<payment_id>] - Transfer <amount> to <address>. <priority> is the priority of the transaction. The higher the priority, the higher the fee of the transaction. Valid values in priority order (from lowest to highest) are: unimportant, normal, elevated, priority. If omitted, the default value (see the command "set priority") is used. <ring_size> is the number of inputs to include for untraceability. Multiple payments can be made at once by adding <address_2> <amount_2> etcetera (before the payment ID, if it's included)"
Unless you need sweep but that is for unlocked balances.

I kinda followed you. Did you give me 2 ways to make a transfer or should my command line look like This? Transfer [unimportant] [dont fully understand ring size] publicetnwalletaddress 2001 [where do I get a payment ID if transferring to myself?] Transfer 2001 to publicetnwalletaddress Or is this correct Transfer 2001 to publicetnwalletaddress?

transfer <address> <amount> if wallet to wallet for ETN.
If you are sending to an exchange, you MUST have a payment ID as well. A few people have lost transfers due to this.
Try with a small amount first and see how you go.

Thank you so much, I follow 100% [transfer etnlongpublicwalletaddress 10] no brackets of course. With an exchange it would be [transfer etnpublicwalletaddress 10 exchangepaymentID] again no brackets is this true what ive wrote here?
